No. If your forgetting index is very low, e.g. 3%, SuperMemo will often conclude that you will stand 97% chance of remembering a given element only if your next interval is shorter than the presently used one. In such cases, it will not accept the new value and the new interval will be at least 5% longer than the previous interval. Please note that the forgetting index equal 3% should only be used for selected high-priority items.
