She still urinates in the litter box. What could be the problem?
This is not as unusual as you might think. Cats bury their urine and feces to hide their existence from something bigger and badder than them. It’s a matter of safety. If you had a chance to watch the behavior of outdoor cats (that are not restricted in where they potty) you might notice that they tend avoid urinating and defecating in the same spot, covered or not, in order to remain anonymous in an area. Because of this tendency, the rule of thumb for litter boxes is “one box per cat, plus one more”; one cat equals two litter boxes. Sometimes something as easy as providing another box for your cat can save the day.
