Section 4(f) determinations are made by FHWA. Individual Section 4(f) Evaluations: The approval process for Section 4(f) Evaluations must be completed in order to gain NEPA clearance/approval. The Individual Section 4(f) Process is a paper process, where the Individual Section 4(f) Evaluation is submitted and approved in paper form in advance of the submission of the CEE to FHWA for final NEPA approval. The Individual Section 4(f) Evaluation should be circulated in hardcopy in Draft and Final format.
