Section 4(f) determinations are made by FHWA. Individual Section 4(f) Evaluations: The approval process for Section 4(f) Evaluations must be completed in order to gain NEPA clearance/approval. The Individual Section 4(f) Process is a paper process, where the Individual Section 4(f) Evaluation is submitted and approved in paper form in advance of the submission of the CEE to FHWA for final NEPA approval.
