Feebas can be found on Route 119. This is actually a very cruel trick by Nintendo. When you start your game, 1-6 tiles will be randomly chosen. Only on those 1-6 tiles will Feebas be found. You may fish with either the Good Rod or the Super Rod (the Old Rod may also suffice but I have yet to test this out). There is an 80% chance that Feebas will appear on that tile. The other 20% of the time, Carvhana will be hooked.
