Seal of Blood/Martyr is slightly better for PvE, as its more sustained dps, and it scales with haste compared to Seal of Command. Seal of Blood/Martyr is also a 100% proc, and all judgements deal significantly more damage with this seal. Note that you will not gain mana from the healing you recieve through spiritual attunement anymore. The Glyph of Seal of Blood however, will restore mana equal to 11% of the damage you deal. For PvP, Seal of Command is generally better, as the recoil from Seal of Blood/Martyr can be very dangerous. Judgements also has a 100% chance to crit on stunned target when you use Seal of Command.
