You could install unfaced fiberglass without drywall but you will need something to hold the material in place. If you heat the garage at all during the winter, the insulation will help. If the space is not heated or cooled, the insulation won’t help. The purpose of insulation is to slow the movement of heat from one space to another, which typically means from the inside to the outside during cold winter months. If you have unconditioned space on both sides of the insulation, it won’t be able to do its job.
