When you say the Colombian cartel, do you mean Alejandro Sosa’s empire? (Sosa is actually Bolivian, not Colombian.) In that case, it is because Tony has disobeyed him with regard to the assassination of the outspoken critic of the Bolivian govt’s involvement in the cocaine trade. However, if you mean the Diaz Brothers, and their Colombian associates, it is because of competition. This reflected real events that happened in 1980-81 in Miami, when Colombian gangs violently displaced the Cubano gangs that had controlled cocaine importation into the city previously. When Oliver Stone wrote the screenplay, he traveled to Miami and immersed himself in the cocaine underworld for research.
