The underlayment certainly protects the roof from leaking, but tiles must pass ICBO tests showing they will not let water pass through before being approved for sale. And, since they also carry a 50-year manufacturers warranty, why go to the expense of a new roof if it is not necessary? We recommend you have your roof inspected by a licensed roofing contractor. If they feel the roof is sound, is not leaking or showing signs of future leaks, let it be. If they feel you need new underlayment and flashings, you can have them remove the existing tiles (or we can provide the service), install new underlayment and flashings, and reinstall the old tiles.
