Even though our water is safe to drink for most people, it is not entirely risk free. Producing risk free water would make water too expensive. Government sets regulations that have an acceptable risk (very small). Every one wants to lower this risk even further, without adding a lot of costs. Also, researches are looking for any new potential problems that might be uncovered.
