California EC Section 52378(a) requires that a program to implement the provisions of law be adopted by each local governing board. That program must include a provision to meet with each pupil. The method to accomplish this goal, the purview of the local governing board, is to be reflected in the adopted plan. Please note that EC Section 52378(d) does require that an individual conference take place each year for those “at risk” students who are identified pursuant to EC Section 52378(b)(1) and EC Section 52378(b)(2). This individual conference must include the student, his or her parent or legal guardian, and a school counselor.
