The problem is not so much that large numbers of immigrants are taking council hosing, or even housing. It is more that councils are severely short of properties after some 30 years of being forced to sell them to any tenant who can afford it, and no significant building of council housing in that time to replenish dwindling stock. The problem needs to be addressed. Right to buy buyers should pay 100% of the market value. Councils should be given money from capital receipts to build new stock. Councils should be able to commandeer properties in disrepair. Buyers should be actively encourage to not buy public housing. Central government should acknowlegs tenants like dealing directly with the council as a landlord. They do not like ALMOs and do not want to see stock signed over to other organisations.
