Other user-created routes are poorly located and cause resource damage. Local officials with first-hand knowledge of the particular situation will study user-created routes, working closely with local governments, users, and other interested people. Some user-created routes may become part of the designated system of roads and trails. Those not designated will be closed to motor vehicle use.
