Removing kitchen flooring – found green layer between flooring and wood. Is it safe?

It looks like an adhesive or something. This is the very bottom layer of the flooring since it’s had two layers of vinyl/tile/linoleum or whatever over top. It looks very old. I’m concerned because my husband and brother were in there without masks and sometimes without gloves.
