RA refers to time crossing the meridian at noon?
I wouldn’t say that, but the RA of an object is related to the time that it crosses the meridian. All objects of the same RA cross the meridian at the same time. The RA of an object in hours is the number of hours that the object crosses the meridian after the spring equinox (point in the sky) crosses the meridian. The Sun crosses the meridian at about noon, solar time. Objects with the same RA as the Sun also cross the meridian at noon.
