Neither precycling nor precycling insurance stops anyone from making waste. It just becomes more viable to prevent waste than to allow it, which is the reverse of the current situation. Precycling insurance does not even tell a manufacturer that their products cannot become waste, though it does ask them to be financially responsible for the risk of waste. This expectation means that the ‘polluter pays’ principle is applied and the economy as a whole takes on responsibility for preserving today’s resources for the future.
