It sounds to me like you are paying someone to handle your Permanent Residence application to Canada that does not know what is required to get the application processed properly. You do not need a lawyer or immigration representative because if you follow the requirements and advice listed on the forms and the PR instruction guide, you can do all this work yourself. Agents are there to assist you for people who are unfamiliar with the process, or for people with language problems, or who may be partially or fully illiterate and cannot read the forms properly. If your agent submitted the forms and it came back saying you did not include enough money, then your agent obviously does not know how much money was supposed to be included (which is something basic I think any good agent should be able to figure out).
