Plenary Order of Protection was issued in Cook County, can it be modified in Winnebago County?

Defendant originally disagreed with order in Winnebago Cty, due to visitation of 2 yr. old minor child being denied, & legal parentage was never established. Petition for 2 yr. OP was dropped in Winnebago Cty due to I was a few min. late on second date, and case dismissed due to my lack of appearance. Defendant previously violated EOP/Interim in Winnebago County, so I went to Cook County to obtain EOP & POP, where minor child & I currently reside, and was granted Emergency OP & date set to hear my Petition for 2 yr. POP. A day after I filed for EOP & OP in Cook County, the defendant filed motion in Winnebago County for legal paternity to be established & for visitation. This matter pending status. Defendant agreed to 2 yr. OP, which denies visitation, in Cook County…..
