Please remind me. Who is allowed to use City Pair Air Fares?

The City Pair contract may be used for State employees who are traveling on state business. It may also be used by non-employees (interviewees) who are traveling on state business. The fares may not be used for our contractors (such as paid speakers). All purchases must go through our contracted travel agents and charged centrally through our “ghost card” payment system. Government identification is NOT required by the traveler.
