Response: Horse stables are an agricultural use. Any commercial cropping, grazing, or animal husbandry qualifies. With horse stables, the tricky issue is whether they are compatible with periodic flooding, and how to ensure the land is conserved for agricultural uses in the long term. A conservation easement may be required, and if the horse stables ceased to be viable, are there other agricultural activities that would be a practical replacement?
