Here is the info from the PennDOT website: Temporary Driver’s License In an effort to make its products more secure, beginning in late October 2007, PennDOT will implement new photo technology and equipment at its Photo License Centers across the commonwealth, starting with the Riverfront Office Center in Harrisburg. With this implementation, all driver’s license products, including photo identification cards, will be outfitted with a new overlay and security features. The new overlay and security features will help mitigate the risk for fraud. To further mitigate the risk for fraud, PennDOT will also begin issuing temporary driver’s licenses and photo identification cards, which are valid for 15 days, to individuals who have never held a Pennsylvania driver’s license or photo ID, i.e. new driver and new residents.
