Custom-agencies who are obliged to use SADBEL, will also be obliged to use “Paperless Customs” for making their declarations. Also the obligation of submitting the summarised declaration electronically to the offices where the goods comptability is applicable, will still be valid and will be taken over by “Paperless Customs” for the current goods comptability. For transit goods declared with a Single Administrative Document, the use of NCTS and “Paperless Customs” is mandatory and will remain mandatory. In other cases submitting the declarations electronically is not yet obliged. Adjustments of the Community Customs legislation have as consequence that these declarations need to be submitted electronically from 1/7/2009.
