Exchange grant funds must be used exclusively for activities related to planning and establishing an Exchange. States can use Exchange grant funds to conduct activities that can be funded under consumer assistance grants and only to the extent that there will be no duplicative Federal funding for such activities and that the activities funded meet the objectives for all of grant solicitations. All such activities must be clearly outlined in the budget narrative.
