Its the skill for the weapon youre used to using in conjunction with the shield. For example, if you have Armed Combat: Blades (Longsword), you can use a shield effectively with your longsword (receiving the shield bonus and using your swords skill rank to Parry). If your sword breaks, however, and you pick up an axe to use untrained, you suffer the normal penalties but still receive the bonus provided by the shield.
