Most offsets > CLOCK_WAYTOOBIG stem from misconfigured time zone information (leading to a wrong utc time in the kernel although date seems to show the correct time) and thus should be corrected before xntp is brought into operation. If you can trust your synchronisation network and the system configuration the BIGTIMESTEP option can be used to force xntp to set the time to network time even when the offsets exceeds CLOCK_WAYTOOBIG.
