The Executive Director is Joseph R. Morales, Sr., a city resident since 1978. Joe earned his BSEd degree in English Education from Millersville University and a Master’s Degree in Public Administration from Penn State. Ethics and nonprofit organizations were the primary focus of his graduate level research. He has twenty years experience in education, human services and nonprofit management. Joe has been with the LCSC for two years, and is fluent in all forms of video safety best-practices – from both a technological / operational standpoint, and from an ethical standpoint. In addition to his responsibilities with the LCSC, Joe also serves the City of Lancaster as a councilman.
