Scanners these days tend to come with PhD-style interfaces (“Push here, Dummy!”), which means that most of the default settings are made behind your back. In my experience (e.g., with HP PrecisionScan software), the default is to use all the colors and resolution available. Naturally enough, this generates the largest files. This is fine if you are printing a scanned image directly or you want to save all of the details, but not if you want to put an image directly on the web or convert a scanned image to pdf for posting on the web. The solution, then, is to change the defaults!
