While ultimately the entire world will be online, right now Internet access is not easily come by in some parts of the world, not to mention on trains and in airplanes. Under construction from here on . . . ****************************************** A CD designed to present back issue material for which there is no electronic version involves scanning the printed paper to create PDF (Portable Document Format) files. PDF in general, because it can be viewed and searched on a CD-ROM (or on the Web as well) with a license-free reader application, is the least expensive format to choose, particularly if your journal is printed from Postscript files, which distill easily into PDF. SGML files will produce a very sophisticated format for searching and other kinds of manipulation, but it can be very costly to create, whether it is rekeyed from scratch or converted from some other format.
