One of the criteria for what is considered a project in CCS is that project resource requirements exceed 20 Person Days. How was that criteria developed?
This is a rule of thumb that has been in use in some divisions in CCS, and has been found to work well to identify project work that needs to be formally managed. 20 Person days can be translated to a whole month of a single resource working 100% on a project, 4 months working at 25% effort, etc. The Department needs to be able to track effort of that size, when looking at availability of all CCS resources.
