Can the PanHandler do this? A: Surround sound (i.e., using a Dolby Pro Logic decoder, not AC-3) has really only 4 speaker positions Left, Center, Right, and Surround (LCRS). So you can only pan/position sounds in the both surround speakers at the same time. You can do this with the PanHandler Discrete using either the 5.1 or 7.1 speaker formats.
