On Windows 7 if you place the Classic Explorer toolbar in front of the menu bar, so that both are on the same row, then close and reopen Explorer, the toolbar and the menu bar will show on separate rows. This is a bug in Explorer. Hopefully it will be fixed when SP1 comes out.
