Wireless Sync has logic to limit the amount of attempts to connect to network when the radio is off. Depending upon when in the cycle the radio is turned on, it could take up to an hour for the first synchronization to begin. As an alternative, the customer can always initiate a manual synchronization by pressing the Sync button on the Wireless Sync client on the mobile device.
