On the Opinion Forecast Report what does the term unpredictable at under 50% mean?
When the Tendencies to Decline or Rally are less than 50% there is little within the English language that will add significantly to our ability to describe a situation that is sub-normal ( well within trend expectations ). Tendencies are how we describe the likelihood of human behaviour leading to levels sufficient to accurately measure the emotional intensity reflected in the actions of investors.
