On the inside of the player screens, under External Conflicts, it states “An external conflict occurs when 2+ kingdoms are united…”. I thought that you couldn join more than 2 kingdoms together?

Correct, you may not place a tile to cause three or more kingdoms to join. The ‘+’ is a printing mistake.
