On Standard Form 424, Number 14: What Congressional districts should I use?
In block a), the Congressional district is that of the applicant. There should only be one district, and it should be that district that contains the city of the legal address of the applicant (as listed in block 5). Block b) is the Congressional district of the project, and is all of the districts in which your proposed activities will take place (or all the coastline which you cover, or the location of your field station, etc.). The instructions on page 2 of Form CD-511 suggest that form LLL is only necessary if lobbying is done with regard to loan insurance and loan guarantees.
