Response: Some beneficiaries are fairly obvious, such as persons presently subject to flood risk who will no long face such risk or will have significantly reduced risk as a result of the project. Other beneficiaries may be less obvious, such as users of a road that has historically flooded that will no longer flood after the project is completed. These beneficiaries can be estimated based on number of cars per day and occupants per car for a typical period of inundation in a wet year. If a project entails precluding development in a floodplain, the probable development density absent the no-build restriction for the restricted floodplain area can be estimated and multiplied times number of occupants per household. This will give the number of persons who will not be subject to flood risk because development is kept out of the flood plain. Similar calculations will be accepted, as long as they are reasonable.
