Yes. Turning in an incomplete or inaccurate application delays the certification process. Q: My application was faxed back to me with “Incomplete Application” stamped on it. I completed the missing information on a fresh application. When the application was certified, why was it stamped again? A: This stamp is used for CARB’s internal tracking system.
