On Avid systems using projects other than NTSC, why don the Looks Effect Templates work when they are dragged to a clip in the Timeline?

In projects other than NTSC, if you drag a Looks Effect Template onto a clip, Avid won’t apply it because of a frame rate mismatch. However, if you double-click the Looks Effect Template icon instead of dragging it, it will be successfully applied. The frame rate of the Effect Template is then changed to that of the clip if it differs from NTSC. At this point, you can store the new Effect Template in a different bin if you would like to drag and drop it later.
