A. Simple. gPackage was taken (a CMS, see http://www.cmsmatrix.org/matrix/cms-matrix?func=viewDetail;listingId=BLwGfO_Ng3NuKHrhd2Ya8w) and Google Package Manager would have too many legal problems.
