odometer in vehical purchased from private owner does not work properly, is this an odometer law violation?
purchased vehical from private owner, vehical’s odometer only works periodiocly, which could be days at a time before any milage is recorded, the owner says that becase the vehical did not fail inspection, he does not have to repair the problem with the odometer, and he does not want to return my money.
