National regulatory authorities must be independent to guarantee competition. What are you going to do to make sure they are independent?
In order to guarantee the true independence of the NRAs, each member state must ensure that the regulator is an independent legal entity, which has authority over its own budget and has sufficient human and financial resources to carry out its tasks. Furthermore, the NRA must have a management that is appointed for a term of five to seven years, renewable only once. In addition, strict rules on the conditions under which management may be removed from office are being introduced.
