No, you may not Efile your return as you will be required to first apply for a tax id number for each and every dependent/family member you wish to put on your tax return. You may still qualify for the dependent exemption for them, however, you will be required to complete the ITIN Application, known as the W7, concurrently with your US Individual Tax Return.
