This is because XFree86/OS2 uses its own video handler, and does not rely in any way on the OS/2 video subsystem. Infact, we are investigating, whether it is possible to run without PM entirely. The sets of supported hardware of OS/2 and XFree86 overlap, but do not match exactly. The /XFree86/lib/X11/doc/README file lists supported video hardware.
