The regulation requires the use of BACT for all vehicles; it does not specifically mandate the use of DPFs. If a strategy is not appropriate for your vehicle(s), it is not BACT for that vehicle and you will need to use a different strategy. However, it is up to you to contact the Level 3 device manufacturers and work with them to determine if your vehicles are appropriate for the technologies. DPFs have been successfully used in low temperature operations in fleets in New York City and in other areas of the United States and Europe. As with any strategy, you should contact the manufacturer to discuss your specific needs and the strategy’s limitations. Datalogging and other pertinent information will allow the manufacturer(s) to determine whether a strategy is appropriate for your vehicles. In addition, the manufacturers may be able to provide other options (such as insulation) for their devices to work with your application(s).
