My store sells 2-packs of CFLs for $14.00. Since the ENERGY STAR qualified flood and spotlights discount is $4.00, am I able to use 2 coupons?

Unfortunately not. The offer is 1 coupon per product purchase. While customers cannot combine 2 coupons to buy 1 package they are able to use 2 or more coupons to purchase more packages (1 coupon per package).
