My son/ daughter is currently in college and is unable to access the Internet to submit the application. Can I apply on their behalf?

NO. The initial application must be done by the actual student as the first-time login will lead to a quiz page, which MUST be answered by the student. Should we have strong grounds to believe that the quiz answers were written or submitted by someone other than the student, we will disqualify the application.
