I think there is definitely something wrong. You don’t fully understand the concept of a burn, a tan, and biology. Here’s a briefing: 
Normally the skin will burn, then turn into a tan. The skin cells in the top layer of your skin die and flake off. You cannot stop your skin from peeling. Because your have a tan, the skin will peel and show more than it would on your normal skin tone. 
So try not to freak out. Moisturize your skin with lotions the next time you get a tan and the peeling will not be very noticeable.
