Not at all! The PH Factor indicates a “physical attraction” and a possible “sexual compatibility” — but NOT necessarily in the same sense that is commonly understood. For example, a straight male may meet another straight male at, say, a tennis club, and find that they admire each other’s physical prowess or physique or way of expressing their “maleness”. They might like each other’s style, in the way they “act like a man” or walk a certain way or talk “man talk”. They might identify with each other, seeing the other as being the way THEY like to be seen as the type of man they are themselves. It can be a “mutual admiration” of their heterosexual masculine qualities and not anything “sexual” at all, in the usual sense of the word.
