You probably have a problem in the order of the traits defined in your counter. The order of the Traits in a counter is VITALLY important in vassal. This is a very important aspect of the way the Vassal works. Any given Trait will affect all other traits ABOVE it on the list, but does not affect any traits BELOW it on the list.
