Best you contact the Philippine embassy or one of its consulates in the US. Normally your kid is a Philippine citizen by birth since you’re a Philippine citizen and you’re her mother, so chances are you can simply register her birth with the Philippine embassy to claim her right to citizenship. Be sure to mention that since she was born in the US, she’s an American citizen; check that that is not a problem in the case of the child of a Philippine citizen born in the US.
