To submit a new product proposal to the IHDC, please fill out a Preliminary Information for Product Evaluation (PIPE) form and return it the Engineer of Products Evaluation: http://www.dot.il.gov/materials/research/circular.html. The PIPE form link is located at the bottom of the webpage.
